Here is the proposed amendment to the Club By-Laws that we will
be discussing and voting on at tonight's meeting and over the course
of the next week (via email).

ARTICLE V - DUTIES OF ELECTED OFFICERS AND APPOINTEES

President:
Shall represent the WDGC in discussions with other entities, be they
Parks Departments, local government bodies or boards, businesses, or
other groups.

Shall represent the WDGC in discussions with other entities, be they
Parks Departments, local government bodies or boards, businesses, or
other groups. The President may work with a Greenskeeper on issues
specific to a particular course, but shall defer leadership to the
Greenskeeper on course-specific issues and the club's relationship
with the Authorities (ie, Parks department) governing that course.

This will clarify the By-Laws, since the By-Laws in the same section
state that the duties of the Greenskeeper are (pay particular attention
to the last two sentences):

The Greenskeeper appointment is specific to a single individual course
and shall supervise and coordinate the WDGC maintenance and improvement
activities in regards to that course. This shall include discussions
with the appropriate parks department, organization of WDGC work parties,
purchase of needed supplies, cooperation with WDGC Tournament Directors
in preparing the course for play in an event. The WDGC Course Greenskeeper
shall be the only contact person for the WDGC with the administrative
entity that manages the land on which the course exists. This makes
communication between the WDGC and the park management clear and
uncomplicated by the confusion of who speaks for the WDGC.

The above proposed change to the the President's duties is intended to
clarify that the President may ASSIST the Greenskeeper, at the Greenskeeper's
discretion, in dealing with course management, but may not take such actions
without the Greenskeeper's permission. The Greenskeeper, of course, must
operate according to ARTICLE VI - OPERATIONS AND DECISION MAKING, which
outlines the process through which the CLUB makes all MAJOR decisions.
The President is responsible for all other "governmental interactions"
that don't apply to a specific course.
